The best way to describe it is that combat seems sluggish because the animations are in a way fitted into different timed slots (only so many enemies will go after you at a time, they all attack/use their abilities at different times rather than having all enemies on screen just maul you at once). It is more like thinking through a puzzle, knowing which enemies you should take out first, when to dodge, when to block, when to parry, when to use your items, what weapons work best against what enemies. The combat itself is not meant to be "high energy, super responsive, twitch fighting" gameplay.
